The Characters we call Gunfighters The period following the Civil War was a time of great uneasiness. It was an era that gave rise to the Western outlaws. They were bandits, gunfighters, and men guilty of hundreds of crimes, but they were also important in shaping American folklore. Two important factors contributed to the making of these legends. The transition that these men under went from solider to ranch hand or cowboy, and the making of their legends through the media molded the way we perceive gunfighters today. I feel that the media had a major role in creating the characters, legends and hero's that we learn about in history. The Civil War gave many young men a taste of conflict and killing. Many that fought the War were a very tender age and very impressionable. According to an article written by Mark Sufrin called The Western Gunman, he said that the Civil War soldiers were to much in love with killing after years of violence to settle down(23). After the Civil War many of the men were hired by ranchers as ranch hands which paid little for their hard work. Many of the young cowboys found themselves craving the life they had lived for four years of violence and killing. It was these impulses that caused them to run rampant across the west, robbing banks and holding up trains. As the west was growing so was the need for law and order. Town sheriff's and U.S. Marshal's took on that role. This would pave the way for the so called gunman and gunfighters. According to the Encyclopedia Britannica, One example of this was a young man named Jesse James who fought in the Civil War when he was fifteen. He and his older brother Frank were in the pro-southern guerrillas led by William C. Quantrill. After the war, Jesse formed a highly successful gang. They held up banks, stagecoaches, and trains until 1876 when the gang was shot to pieces by the folks of Northfield, Minnesota when they tried to rob two banks at once (vol.5, 39 ). These soldiers turned cowboys paved the way for the story writers and movie makers of America to work their magic and create their legends. The west has its setting in the immense plains, and mountain ranges of the United States lying west of the Mississippi River, in particular the Great Plains and the southwest. It provides a rich mine for stories of adventure. Many of the legends in the west were due to the writings in the dime novels. Tales of the West became a popular form of regional writing and created frontier outlaws and hero's, such as Billy the kid. In book The Gunfighters, The first dime novels incorporated frontier lore, and conflicts between cowboys and Indians. Dime novels are seen as precursors of the west. It also became material for the great western movies. One of the first films was The Great Train Robbery (1903)(117), which set the pattern for many films that followed. These mediums have glamorized the west and the characters in it. It has been a favorite of young and old alike. Several things led to the making to the legendary characters of the west. Have you read a book in print lately I havent. Have you read a book in print lately? I haven’t. How about an e-book? Word on the street is that electronic books are fast-replacing print as the preferred reading venue for Americans age 16 and up. The LA Times, in E-book reading jumps as print declines, reports that a quarter of Americans in this age category own a Kindle or other tablet device, and 23% have read an e-book in the past year. Who are these readers? Mostly they â€Å"had a college degree, lived in a household earning more than $75,000 and ranged in age from 30 to 49.† The Kindle has provided a solution for people like my uncle, who has multiple bookshelves throughout his large home, all packed to the brim. I often used to wonder how in the world he would find room for additions. Avid readers like him are responsible for the fact that publishers are thriving in the new e-book economy (See NPR’s story, E-Books Destroying Traditional Pulbishing? The Story’s Not   That Simple). These folks purchase and download e-books with abandon, often for less than the cost of print editions. Many seem to be making peace with the loss of the tactile experience of reading a paper book. I am still a hold-out on purchasing a tablet or Kindle. I’m not sure I would use it- not because I am attached to reading tangible books, but because I almost always read only while doing something else. As a child, I read while walking (yes it was probably dangerous). When living in New York City, I read on the buses and subways. Now I read on airplanes and while waiting in lines. For some reason, I have a hard time just sitting and reading in my apartment or a cafà ©. Magazines pile up on my dining room table unread. I can probably count on one hand the number of books I have read since moving to Madison. Up until a few months ago, I frequently wondered whether I had simply lost my fondness for the sport. Then, like manna from heaven, I discovered audiobooks. The library has just about every book I could imagine, either on CD or in digital audiobook format (just plug in earphones and listen!) Since beginning to â€Å"read† again, blissfully multitasking by driving, cooking or cleaning, I have whipped through Beautiful Boy (a father’s story of his son’s meth addiction), The Truth about Hillary [Clinton], Of Mice and Men, Their Eyes Were Watching God [classic African American fiction by Zora Neale Hurston], Naked [David Sedaris], and Marley Me [tearjerker about the world’s â€Å"worst† dog]. I am currently listening to The Tipping Point [Malcolm Gladwell] and Three Cups of Tea [compelling even if some of it is not completely true]. On deck: Animal Farm and Hope’s Boy. Perhaps someday my brain and body will be content to sit and read, but that day has not come yet. I am just glad to have rekindled (no pun intended) my love for stories and for absorbing knowledge. Reverse Racism Definition Acts of racism make newspaper headlines daily. Theres no shortage of media coverage about racial discrimination or racially motivated violence, be it plots by white supremacists to kill  President Barack Obama  or police killings of unarmed black men. But what about reverse racism? Is reverse racism even real and, if so, whats the best way to define it? Defining Reverse Racism Reverse racism refers to discrimination against whites, usually in the form of programs meant to advance ethnic minorities such as affirmative action. Anti-racist activists in the U.S. have largely deemed reverse racism to be impossible, as the power structure of the United States has historically benefited whites and continues to do so today, despite the election of a black president. Such activists argue that the definition of racism isnt just one individuals belief that a certain race is superior to others but also includes institutional oppression. Explains white anti-racist activist Tim Wise in A Look at the Myth of Reverse Racism: When a group of people has little or no power over you institutionally, they dont get to define the terms of your existence, they cant limit your opportunities, and you neednt worry much about the use of a slur to describe you and yours, since, in all likelihood, the slur is as far as its going to go. What are they going to do next: deny you a bank loan? Yeah, right. In the Jim Crow South, for example, police officers, bus drivers, educators and other agents of the state worked in tandem to maintain segregation and, thus, racism against people of color. While ethnic minorities during this time may have harbored ill will towards Caucasians, they lacked the power to adversely affect whites lives. On the other hand, the very fate of people of color is determined by institutions that have traditionally discriminated against them. This explains, in part, why an African American who has committed a certain crime is likely to receive a stiffer sentence than a white person who committed an identical crime. What Makes White Racism Distinct? Because American institutions havent traditionally been anti-white, the argument that whites can be truly victimized by reverse racism is difficult to make. Still, the assertion that reverse racism exists has persisted since the late 20th century when the government implemented widespread programs to make up for historic discrimination against ethnic minorities. In 1994, Time magazine ran an article about a small minority of Afro-centrists known as melanists who posit that those with an abundance of dark skin pigment, or melanin, are more humane and superior to lighter-skinned people, not to mention prone to having paranormal powers such as ESP and psychokinesis. The idea that one group of people is superior to another based on skin color certainly fits the dictionary definition of racism. Yet, the melanists had no institutional power to spread their message or subjugate lighter-skinned people based on their racist beliefs. Moreover, because the melanists spread their message in pred ominantly black settings, its likely that few whites even heard their racist message, let alone suffered because of it. Melanists lacked the institutional influence to oppress whites with their ideology. What separates white racism from any other form †¦is [its] ability†¦to become lodged in the minds of and perceptions of the citizenry, Wise explains. White perceptions are what end up counting in a white-dominated society. If whites say Indians are savages, then by God, theyll be seen as savages. If Indians say whites are mayonnaise-eating Amway salespeople, who the hell is going to care? And such was the case with the melanists. No one cared what they had to say about the melanin-deprived because this fringe group of Afro-centrists lacked power and influence. When Institutions Favor Ethnic Minorities Over Whites If we include institutional power in the definition of racism, it’s virtually impossible to argue that reverse racism exists. But as institutions attempt to compensate ethnic minorities for the racism of the past via affirmative action programs and similar policies, the government has found that whites have experienced discrimination. In June 2009, white firefighters from New Haven, Conn., won a â€Å"reverse discrimination† Supreme Court case. The suit stemmed from the fact that white firefighters who excelled on a qualifying test to receive promotions were prevented from moving up because their colleagues of color had not performed so well. Rather than allow the white firefighters to promote, the city of New Haven dismissed the test results for fear that minority firefighters would sue if they weren’t also promoted. Chief Justice John Roberts argued that the events in New Haven amounted to racial discrimination against whites because the city would not have refused to promote black firefighters if their white counterparts had performed poorly on the qualifying exam. The Case for Diversity Initiatives Not all whites who find themselves excluded as institutions try to right past wrongs feel victimized. In a piece for The Atlantic called â€Å"Reverse Racism, or How the Pot Got to Call the Kettle Black,† legal scholar Stanley Fish described being ruled out of an administrative position at a university when the powers-that-be decided that a woman or ethnic minority would be a better candidate for the job. Fish explained: Although I was disappointed, I did not conclude that the situation was ‘unfair,’ because the policy was obviously†¦ not intended to disenfranchise white males. Rather, the policy was driven by other considerations, and it was only as a by-product of those considerations- not as the main goal- that white males like me were rejected. Given that the institution in question has a high percentage of minority students, a very low percentage of minority faculty, and an even lower percentage of minority administrators, it made perfect sense to focus on women and minority candidates, and within that sense, not as the result of prejudice, my whiteness and maleness became disqualifications. Fish argues that whites who find themselves excluded when white institutions try to diversify mustn’t protest. Exclusion when the goal is not racism but an attempt to level the playing field can’t compare to the centuries of racial subjugation that people of color experienced in U.S. society. Ultimately, this kind of exclusion serves the greater good of eradicating racism and its legacy, Fish points out. Wrapping Up Does reverse racism exist? Not according to the antiracist definition of racism. This definition includes institutional power and not just the prejudices of a lone individual. As institutions which have historically benefited whites attempt to diversify, however, they sometimes favor ethnic minorities over whites. Their purpose in doing so is to right the wrongs of the past and the present against minority groups. But as institutions embrace multiculturalism, they are still forbidden by the 14th Amendment from directly discriminating against any racial group, including whites. Thus, while institutions engage in minority outreach, they must do so in a way that doesn’t unjustly penalize whites for their skin color alone.

The BBC is publicly funded by T.V licence fees of around à ¯Ã‚ ¿Ã‚ ½100 that cover all BBC related audio & visual broadcasting. The government does not have any direct influence over what is shown on T.V although there are regulators who decide what is acceptable and what is not. The BBC is controlled by their board of governors of which there are twelve who are appointed by the Crown to ensure that the BBC fulfils its obligations. Among them are National Governors for Scotland, Wales and N. Ireland. One Governor has special responsibility for the English Regions. All are part time non-executives. They meet monthly and hold the BBC’s managers to account for their performance against the agreed strategy and objectives. The BBC is led by the director-general, who is both chief executive and editor-in-chief. The Governors appoint the Director-General and (with the Director-General) the most senior management. BBC operations are run by the directors of nine programming and broadcasting divisions and six professional services, and by the Chief executives of the BBC’s two commercial businesses. They report to the director-general and together make up the Executive Committee. A less formal Leadership Group meets to discuss and develop a clear vision for the BBC. The independents are controlled by themselves. However thy may be part of a bigger conglomerate. The ITV is a federation of television companies holding licences from the Independent Television Commission (ITC) to broadcast in 14 regions covering the whole of the United Kingdom. Each licence is awarded for a minimum of ten years. The ITV network has 15 independent regional television licences in 14 regional areas (there are 2 licences for London, a weekday and a weekend licence). All programmes are designed for local audiences in each region. The ITV is controlled by the ITV Council, comprising the Chief Executives of each licensee. Each ITV licensee has rights over the programme schedule, and is responsible for the production and broadcasting of its own local programme and news services. The ITV and its independent companies are regulated and licensed by the ITC. The ITC is independent of the Government and of the broadcasters. They are funded from fees that the licensees have to pay. The ITC makes sure that the independent and commercial licensees provide quality programs and a high standard of competition among other things. They also set certain standards for the time allocated to certain styles of programmes. There are five categories of channel 3 programmes for which the ITC sets minimum requirements. These are, * National and International news Three programmes each day of 20 minutes (lunch), 15 minutes (early evening) and half an hour in peak time. * Current affairs One and a half hours weekly average * Children Ten hours weekly average * Religion Two hours weekly average * Regional Varies from franchise to franchise Although the ITC is involved in licensing and regulating all forms of digital television, the Broadcasting Act 1996 makes it specifically responsible for establishing Digital Terrestrial Television (DTT) in the UK. DTT is especially important because it carries existing free-to-air services provided by the BBC, ITV, Channel 4 (S4C in Wales) and Channel 5. At present, T.V broadcasting is mainly analogue, however within the next five years it will all be digital. Digital T.V will bring a bigger choice of programmes to watch, as it will have on average 200 stations. You can already do shopping and go on the internet with digital T.V, but by the time it takes over analogue completely it will have many more options and facilities. NEWSPAPERS: There are many distinguishing features in the British Press. Some of these are things like the differences between tabloid and broadsheet papers or the differences between national, local and regional papers. There are ten morning daily papers and ten Sunday papers which make up the national press. Fleet Street in London used to be the centre of the newspaper industry, but all the national papers have moved their editorial and printing facilities to other parts of London or away from the capital all together. National papers are often described as ‘quality’,’mid-market’ or ‘popular’papers because of their differences in style and content. Five dailies and four Sundays are usualy described as ‘qualitie’ papers. These papers are directed at people who want full information on a wide range of public maters. Popular newspapers are for the more light hearted reader. Mid-market publications cover the intermediate market. Quality papers are normally broadsheet (large-sheet) in format and mid-market and popular papers are tabloid (small-sheet) in size. Scottish editions of national papers usually only change things like the sports page and the T.V listings. Most places in the UK have their own regional or local newspaper. These can be anything from daily papers to evening ones, Sundays or weeklies. These papers concentrate mainly on local or regional stories although the dailies do print national and international news from a local viewpoint. Newspapers from the Irish Republic and the British national press are widely read in Northern Ireland. Several hundred free distribution papers, mostly weekly and financed by advertising, are published in the UK. They have enjoyed rapid growth in recent years. Ownership of the national, London and many regional daily newspapers lies in the hands of large corporations, most of which are involved in the whole field of publishing and communications (media conglomerates). Local papers however are owned by different companies’ altogether. Newspapers are also controlled by their boards of management. It is possible for two national papers to be owned by the same company and they can even be owned by broadcasting companies as a separate division, however influence between the two types of media is not recommended. There are local weekly papers for every district in Greater London; these are often different local editions of one centrally published paper. This does not just happen in London. A prime example of this in our area would be the Press and Journal. It covers the North of Scotland as well as some southern areas as far down as Perth and Stirling, but it produces different editions for every area of which there are eleven. These editions are classed as local editions. All newspapers are answerable to the press complaints commission, which responds to public complaints about printed items. RADIO: There are basically two types of radio in the UK. There is Commercial Radio and The BBC Radio. The Radio Authority governs commercial radio stations such as Moray Firth radio and XFM. The radio authority is basically the ITC of the radio. Like the ITC it also has no powers over the BBC. The BBC is fully independent. Although there are far more Commercial radio stations than BBC ones, the BBC is still ahead in ratings. The gap between BBC Radio and its commercial rivals has widened recently to show BBC Radio to have a share of 51.4% compared with 46.79% for Commercial Radio. In the neck-and-neck race for reach, the BBC edged ahead with 31.2 million listeners compared with their rivals’ 31.1 million. The figures released by RAJAR (Radio Joint Audience Research Limited) cover the period from June 26 to September 17 2000. Radio can change on a daily basis because the control of its output is not restricted. The format usually stays the same although major changes in presentation can happen from time to time. Independent radio station change depending on their income and audience. The better the audience the better the sponsorships and advertisers. Things like audience talk shows on radio where members of the audience can phone in and participate are very successful. The BBC and large independent radio companies are controlled in the same way as they are on T.V. Although the majority are part of larger groups, local radio is controlled by local management. These groups use their own style in the local stations but adapt it to suit the area of broadcast. VOLENTARY & IN-VOLENTARY CODES OF PRACTICE: Independent T.V and radio are quite strictly controlled by the ITC and Radio Authority, but magazines and newspapers have more freedom. These, along with the BBC, ITV, Press Complaints Commission and the Broadcasting Standards all enforce their own codes of practice throughout the media. However, the law has the final say in control of the media in the following areas: Defamation: A statement which damages the reputation of an individual or company, i.e. false accusations, libel, innuendos, etc. Obscenity: The publication or broadcasting of material which will tend to deprave or corrupt. Incitement of racial hatred: 1986 public order act forbids material which is likely to incite racial hatred. Blasphemy: To pass the limits of decency and controversy and outrage Christian feelings. Only applies to Christians. Sedation: Forbids the publication of material that incites hatred towards parliament or the monarch. Official secrets act: Forbids the publication of official secrets. Contempt of court: Forbids you from pre judging a court case or to assume someone is guilty. If they are successful in their bid, they will be able to grow to new heights and spread into both radio and print forms of media quite successfully in Scotland. Functions of the Mass Media: There are five main functions in the mass media. Entertainment functions: This provides healthy amusement and helps to divert the attention of the audience from serious social issues and inequalities. Information functions: This helps to structure a particular view of the world and to look at it in geographical, political and social terms. Cultural functions: This helps to develop mass culture at the expense of more diverse subcultures. That helps to maintain the status quo in cultural terms, but may also discourage change and growth. Social functions: These socialize us into beliefs and relationships which help us operate successfully in society. This naturalizes one view of society and stops us thinking, obtaining and acting on alternative views. Political functions: This helps us to understand the operation of politics in our society. However, it gives us the illusion of participating in the political process, but actually endorses the authority of those who continue to run our lives unquestioned. The media are also capable of shaping opinions about political events and issues. Current Trends in the Mass Media: When you think of current trends in the media at the moment two things come to mind, digital and conglomerates. A lot of companies are trying to branch out into other fields of the media at the moment. The Scottish media group for one are trying to expand their interests in radio although this could cause problems with it’s T.V. franchises. There are regulations set up to prevent certain big companies from taking over the media by branching ever wider into it. However there are discussions about these regulations which could result in big firms having huge ownership or control over certain areas of the mass media. The main trend of the moment has to be the evolution from analogue to digital. T.V. and radio are all a part of the growing trend and it doesn’t look like it’s going to stop there. Already you can tune in to the radio through digital T.V. as well as go on the internet, shop, play games, the opportunities are endless. The future however lies with a fully digital T.V. without the aid of ugly dishes on the side of your house or cumbersome boxes on top of you tele. With this you will be able to access anything you want. There will be no set programs, no times, just you, your T.V. and the whole media world at your fingertips. You will be able to pick anything to watch, read, here, play, buy, or do from your tele. This astonishing development is proving very expensive to produce, run, and buy if it is ever released. If it is released it will be the main media related technological break through in history.
